Kipling Street affordable housing will be apartment-style

The News reported on the issue earlier this month as city council debated and approved a proposal to donate land adjacent to the municipal fleet garage for the purpose. The first phase of the plan would see the local agency acquire about $11 million in federal funds to build two 20-unit buildings on the site. A second, similar phase would bring the total number of rental units to 80. All units will be of the one- and two-bedroom variety. 5-4
