‘More difficult fiscal environment,” Horner hints ahead of budget

Finance Minister Nate Horne said Tuesday that Alberta’s Budget 2026 will focus on disciplined decision-making, protecting essential services and keeping finances stable during challenging times and continued global uncertainty.

Horner cites lower-than-anticipated oil prices, as well as an increasing demand on government programs and services to meet growing population as putting significant strain on the province’s coffers.

“Albertans know these times aren’t easy, and the path ahead will require tough choices,” said Horner. “But Alberta’s government has a clear path forward.”

That path forward in 2026 will include a deliberate and disciplined approach to spending, added Horner.

“We are making responsible decisions now, to protect the province’s financial future, stay focused on what matters and ensure Alberta remains strong for our children and grandchildren,” he said.

Horner says budget priorities received from public feedback include maintaining stability and safeguarding a long-term fiscal position.

“This budget is about living within Alberta’s means while maintaining stability during a period of significant fiscal pressure,” reads a statement from the minister.

This feedback was provided by 16,500 public submissions through an online survey, as well as from a telephone town hall with Horner last December.

According to the most recent financial data published in the province’s 2025-26 Second Quarter Fiscal Update and Economic Statement, revenue is $1.2 billion less than forecasted in the 2025 Budget.

Revenue decline reflects lower bitumen royalties caused by weaker WTI prices, as well as a decline in income tax revenue of $200 million.

As tradition, Horner is expected to put on his new pair of boots and release the Budget on Feb. 26.
