Late last week, a rate review panel that approves utility price proposals endorsed a one-quarter reduction in natural gas prices and a six per cent increase in delivery fees. That will drop the per-gigajoule price from $4.20 currently to $3.20 on Oct. 1 for the next 12-month period. The difference should save the average residential user about $6.50 per month under the proposal, which was submitted by SaskEnergy in June. SaskPower has not applied for an increase this fall after it raised commodity prices by a total of 8 per cent over the previous year. Power for urban and rural customers in Saskatchewan is currently charged at a rate of 14.9 cents per kilowatt hour, plus an addition 1.01 cents to recover the cost of the federal carbon levy on power production, for a total of 15.9 cents. In Alberta, carbon compliance costs are recovered by generators when they set rates, as the Alberta provincial TIER system charges on emissions, not production or use of carbon-intensive fuel source. Fixed commodity rates now offered by the City of Medicine Hat are $4.23 for gas and 16.9 cents for power. 10
