newsdesk@medicinehatnews.com The City of Brooks is seeking to borrow $14.49 million to pay for construction or purchase of a new public works and utilities facility. The debenture bylaw was given first reading by city councillors on Feb. 23. If approved, the Centennial City would seek a 35-year loan from the province or authorized financial institution that would not exceed a nine percent interest rate, to be paid in annual equal payments. Before any decision is finalized, residents are able to file a petition on the proposed debenture bylaw to determine whether the proposal should pass. The city has provided information on its website on how residents can file a petition, and says it must be received by the office of the CAO by the end of the business day Mar. 26. The petition must contain signatures of at least 10 per cent of the electoral population, and must include a clean and identical statement of purpose on each page. Residents who sign a petition must be at least 18 years old and a Canadian citizen residing in the local jurisdiction, and must have an original signature, not scanned or emailed. Following the deadline, council will make a decision at a yet-to-be-determined public meeting. 10
