Canada joins Europe rejecting Trump’s Ukraine plan, Anand says sovereignty is key

By Canadian Press on November 22, 2025.

JOHANNESBURG — Foreign Affairs Minister Anita Anand says Ukraine must be in control of how peace is forged, as Canada joined European peers in rejecting U.S. President Donald Trump’s plan for ending Russia’s invasion.

The U.S. plan has been widely seen as favouring Moscow, in that it calls for Ukraine to hand over territory, reduce the size of its army and to not join the NATO alliance, with limited security guarantees for Kyiv.

Canada joined European nations and Japan in issuing a statement after a meeting at the G20 summit in Johannesburg, in which the leaders said they support American efforts toward peace but feel the plan needs more work.

Anand would not specify exactly what is wrong with Trump’s plan, but says Canada’s long-standing belief is that Ukraine’s territorial sovereignty is key and it’s up to Kyiv to decide on its future.

She says Ukraine is “top priority” in Canada’s foreign policy, for ensuring a rules-based international order.

Her comments come as G20 nations worked around a U.S. boycott and endorsed a lengthy joint statement that touched on themes targeted by Washington, such as gender equality and climate change.
