Carney signs UAE investment pact, launches trade talks during Abu Dhabi visit

By Canadian Press on November 20, 2025.

ABU DHABI — Prime Minister Mark Carney has signed an investment-protection agreement with the United Arab Emirates during a visit to Abu Dhabi.

He also is launching talks for a full trade deal, alongside UAE President Sheikh Mohammed bin Zayed Al Nahyan, aimed at an eventual comprehensive economic partnership agreement.

Carney’s visit comes one month after the two countries signed an agreement to boost collaboration on artificial intelligence and data centres.

Janice Stein, founding director of the Munk School of Global Affairs at the University of Toronto, says the UAE is becoming a leader in AI and can help Canada through both investment and innovation.

Earlier today, Carney toured the ornate Sheikh Zayed Grand Mosque, which he described as an inspiring way of showcasing materials and knowledge from across the world.

Carney’s visit to the country is not expected to include a news conference and comes amid mounting claims that the UAE is fuelling ethnic violence in Sudan, something that Abu Dhabi denies.
