OTTAWA — Prime Minister Mark Carney is announcing a major shakeup in his cabinet, with 28 full ministers and 10 secretaries of state.

Carney’s new team includes more than 20 new faces and includes a focus on dealing with Canada-U.S. relations and building up Canada’s domestic economy.
